Gary D. Link, C.P.M.
Senior Vice President, Contracts
Since joining E&I in February 2004 as Senior Vice President of Contracts, Gary D. Link, C.P.M., has focused on developing a competitive process and developing a regional contracting strategy and strengthening the Cooperative’s contract portfolio. Gary previously served for 13 years (1985-1998) as the Director of Purchasing and Administrative Services at Wichita State University, Wichita, Kansas, and more recently (1998-2004) as the Director of Purchasing at the University of Kentucky, Lexington, Kentucky.

Gary has been very active in the National Association of Educational Procurement, serving as a Board member for 5 years, including President (1999-2000). He also served as President of the NAEP – MINK ( Missouri, Iowa, Nebraska, Kansas) region. He has served as the chair of the NAEP Membership Committee, Professional Development Committee, and Nominating Committee. Gary is a regular speaker, moderator, SACUBO speaker and facilitator for NAEP, Institute for Supply Management (ISM) and other organizations. He has also served as a consultant on purchasing and material management issues within higher education and the private sector.

Vince Patriarco
Executive Director, Strategic Sourcing & Business Development

Vince comes to E&I from Cornell University where he served as Director of Strategic Sourcing Program Initiatives, responsible for major contracting and sourcing opportunities. Previously, he was the Director of Purchasing, where he managed the procurement of all goods and services for the successful operation of the Cornell Research Institution.

Vince received his Bachelor’s Degree in management from Syracuse University and his MBA from City University. He is currently pursuing his juris doctorate at William Howard Taft University. A lifetime Certified Purchasing Manager and Accredited Purchasing Practitioner by the Institute of Supply Management, Vince has been active in NAEP, serving on and chairing the National Benchmarking Committee. Vince joined the Cooperative in February, 2006.

Melánie Weiss
Director, Business Development

Melánie joined E&I in February 2006. She possesses more than 12 years of experience in supply chain management, developing contracts and streamlining business processes in both corporate and higher education settings. Most recently, Melánie served as the Purchasing Services Director for the University of St. Thomas in St. Paul, Minnesota. She received her Bachelor’s Degree in business management and Spanish international business from the University of St. Thomas and is currently working toward her MBA. She has been active in NAEP, serving on the Minnesota/Dakotas NAEP regional board, including Regional President.

Richard D. Scharff, C.P.M.
Executive Director of Regional Contracts – Western Region
Dick Scharff , Director of Regional Contracts in the Western Region, joined E&I in July 2004. Dick has extensive background in the higher education procurement and contracting environment with specific experience within the State of California. He possesses detailed knowledge of public sector procurement codes, laws and rules including federal rules and regulations related to university research funding and audit. He is a Lifetime Certified Purchasing Manager (C.P.M.).

Dick has most recently served as Director, Procurement Services, San Diego State University, from December 1996 through June 2004. During the ten years prior to 1996 he served as Director of Purchasing and Business Services, The University of Iowa and Materiel Manager, University of California, San Diego. He has been active in related professional associations serving as board member for 5 years and President of National Association of Educational Procurement (NAEP) in 2002-2003.

Greg Husband
Director of Regional Contracts – Northeast Region

Greg Husband has served as E&I’s Director of Regional Contracts in the Northeast Region since February, 2005. Greg previously served as the Director of Procurement & Auxiliary Services at Dartmouth College for ten years, and was employed by the college for a total of 19 years, with responsibilities in a number of areas including Procurement Services, Materials Management, Fixed Assets, Inventory Operations, Travel Services, and Design, Printing and Mailing Services.

Greg is Past President of NAEP New England and has been active as a presenter for NAEP both regionally and on a national level. Greg played an integral role in developing and organizing the original Oracle Applications Higher Education Special Interest Group.

Judy Schaffer
Director of Regional Contracts – Mid-Atlantic Region

Judy possesses more than ten years of experience in the higher education purchasing industry. After graduating from Towson University with a B.S. in Business Administration/Marketing, Judy worked in the corporate sector for three years. She then accepted a position as a buyer at Harford Community College in Maryland and was promoted to Director of Purchasing.

In 2003, Judy was elected to the NAEP National Board of Directors to serve as treasurer. Previously, she served as President of the Maryland, Virginia, West Virginia and Washington, D.C. region and has presented at various regional and annual meetings. Judy has also served on the NAEP Editorial Board, Membership Committee, E&I Strategic Sourcing Committee and District II Committee. Judy joined the staff at E&I in April, 2006.

Dean Friermood
Director of Governmental Contracts

Dean Friermood was named the Director of Regional Contracts for the Great Lakes Region in May, 2005. Prior to that, Dean worked closely with the Purchasing Directors at the Big Ten Universities and the University of Chicago to initiate the consortium, and was responsible for the development, administration and management of all CICPC contracts.

Before joining E&I, Dean served as the Director of Purchasing and General Services at Purdue University Calumet for ten years. He was responsible for a number of areas including Purchasing, Stores, Materials Management, Print Shop, Mail Service, Food Service and Bookstore operations.

Dean earned an undergraduate degree from Purdue University and an MBA from Indiana University. He has been active with NAEP and has presented at both national and regional meetings.

Mary Sue Goldwater, C.P.M., CTPM
Director of Regional Contracts – Central Region
Mary Sue has been in higher education purchasing for more than 25 years. Most recently, she served as the Associate Director of Purchasing at Texas A&M University. She holds a lifetime C.P.M. certification and has also received the Certified Texas Purchaser and Certified Texas Purchasing Manager designations. As a former member of NAEP’s Board of Directors, Mary Sue was Board liaison to NAEP’s Pro-D Committee and also served as a member of the Cooperative Purchasing Committee.

In 2002 Mary Sue was elected as President of NAEP’s TOAL ( Texas, Oklahoma, Arkansas, Louisiana) region and served as immediate Past President in 2003. E&I recognized her contributions at the 2003 TOAL Regional Meeting, lauding her for her service on the Strategic Sourcing Committee as well as several of the Cooperative’s RFP teams. Mary Sue joined the staff of the Cooperative in October, 2005.

Darci Garbacz, C.P.M
Director of Regional Contracts – Southeast
Darci brings more than 20 years experience to the Cooperative, serving for seven years as Purchasing Manager for the nation’s 11 th largest public K-12 school district, and over 14 years as Director of Purchasing & Auxiliary Services in private education.

Darci has been involved in all aspects of procurement, including business process redesign, ERP implementation in the financial and purchasing arenas, e-commerce solutions and p-card implementation. Darci has been an active member of NAEP, serving as President for the State of Indiana, ISM, NIGP, and FAPPO (Florida Association of Public Procurement Officers), receiving the 2005 NIGP “Award for Excellence in Public Procurement” for the School District of Palm Beach County, West Palm Beach, Florida. Darci also holds her C.P.M. and A.P.P. designations. Darci joined the Cooperative in April, 2007.

Douglas Cox, C.P.M.
Manager, Contract Administration

Prior to joining the Cooperative in March, 2005, Doug held various positions within the University of Michigan purchasing group. Doug’s extensive supply chain experience extends across the University of Michigan’s procurement, warehousing and distribution disciplines. He most recently served as Purchasing Agent within the University Health System’s Contracts and Procurement Team, supporting the procurement needs of the hospital’s Cardiology, Radiology and Medical Information Services divisions.

Doug holds a C.P.M. from the Institute of Supply Management, a Bachelor’s Degree from Eastern Michigan University and a Master’s Degree in Business Administration from Jones International University, with concentrations in E-Commerce, Global Enterprise Management and Finance. Doug has been an active member of NAEP on a national and regional basis. He is also a member of the Institute for Supply Management (ISM) and the Association for Healthcare Resource and Materials Management.

William Rullo
Senior Contract Specialist

After spending many years working for a prominent regional Healthcare Group Purchasing Consortium, Bill joined the Cooperative in 2002.  Bill possesses an extensive contracting and negotiating background, and currently assists Mr. Richard Scharff, E&I Regional Director, with a variety of Western Regional Initiatives.

Bob Solak
Senior Contract Specialist
Bob Solak joined E&I in 2000, after spending five years with a large national catalog company that specialized in metalworking and MRO supplies. Bob’s extensive experience includes working for regional and national food service providers as both a manager and a purchasing professional.

Allan Howell, C.P.M.
Senior Contract Specialist

Allan possesses 12 years of experience in higher education, having served in a variety of capacities including Business Affairs, Purchasing and Equipment Finance. Most recently he served as Columbia University’s Senior Contract Officer for Scientific/Laboratory Sourcing and Equipment Leasing. Allan joined the Cooperative in September 2006. He earned an MBA from Hofstra University.

Judy Schwartz
Contract Coordinator
As the Cooperative’s Contract Coordinator, Judy Schwartz provides administrative and clerical support for the entire contracts department. Her diverse responsibilities include creating, maintaining and distributing contract summary sheets as well as working with E&I’s contract specialists to obtain the necessary information for completion of the summary sheet. Judy is responsible for maintaining all data on the Cooperative’s electronic contracts applications, in addition to maintaining all supplier and contract files, and developing and maintaining the supplier database. Judy’s role is integral to the organization, as it relates to maintaining supplier and contract data integrity.

Donald E. Wiercinski
Contract Research Analyst /Administrator

Has been employed with E&I Cooperative since 1993. Prior roles at E&I include Administrative Manager Midwest Region, Performance Assurance Analyst. In his current role he is responsible for benchmarking current and potential contracts, all survey preparations along with statistical analysis of responses and industry research.

In his prior employment worked for a major Chicagoland furniture retailer for 15 years. Duties included Director of Customer Service, Director of MIS and Credit Department Manager.

Angela Perry
Purchasing Coordinator, CICPC

Angela Perry joined E&I in January, 2006 after more than 21 successful years with the University of Michigan (UM). She spent 16 yrs within the UM Health System Purchasing offices and over five years with the UM Campus Purchasing Office. Angela was very involved with the Supplier Diversity initiatives at UM and was nominated twice for the prestigious Corporate Buyer of the Year Award given by the Michigan Minority Business Development Council.

Angela received her undergraduate degree from the University of Michigan, as well as a teacher's certificate.

Amyn Thawer
Director of Compliance, Consultant

Amyn Thawer consults with E&I to ensure that their processes adhere to the highest standards in public procurement. Together with the E&I contracts department, he works to remove barriers to cooperative purchasing in various member states.  Prior to his work with E&I, Amyn was a corporate and securities attorney at Wilson Sonsini Goodrich & Rosati in Palo Alto and Stikeman Elliott in Toronto.  He’s a graduate of both the graduate business and law faculties of McGill University in Montreal, Canada.
