A Managed (Master) Service Provider (MSP) is an outsourced solution that centralizes the management of temporary/contract labor. An MSP handles vendor coordination, requisitions, onboarding, timekeeping, compliance monitoring, and invoicing across multiple staffing suppliers. By streamlining these processes under one program, an MSP improves visibility into non-employee spend, reduces costs through better rate management, enforces consistent compliance with labor regulations, and frees internal teams from administrative burden. An MSP typically operates through a Vendor Management System (VMS) technology platform to automate approvals, credentialing, time tracking, and reports, ensuring standard workflows and real-time insights across the organization.Complementing an MSP, an Employer of Record (EOR) (or Agent of Record for independent contractors) is a service that becomes the legal employer for workers that an organization recruits but does not directly hire. The EOR manages all payroll processing, tax withholdings, benefits administration, workers’ compensation, unemployment insurance, and onboarding/offboarding paperwork for those workers.
